CIRCULAR 3/2008: TECHNICAL
CORRECTION OF MUNICIPAL BOUNDARIES
In Circular 1/2008
you have been informed that, since the Board’s establishment, the Board’s
technology has been improved considerably. Over the past year satellite imagery
has also been improved dramatically due to close co-operation with the CSIR and
others.
With the
assistance of the IEC and StatsSA, a number of municipal boundaries have been
identified for technical corrections as per the attached notice.
This notice will
also be published in the media.
You are kindly
requested to visit the Board’s web-site www.demarcation.org.za
to view the maps for these technical corrections.
Should you disagree with a particular technical
correction, please send the DEM number
and your comments by email to Robert@demarcation.org.za
or by fax to 012-3422480. Those cases will then have to be considered by the
Board for rejection at this point in time, and further attention will be given
to them after the 2011 local elections.
It should be noted that this opportunity to correct municipal boundaries,
is NOT an opportunity to submit new requests for boundary changes to the Board.
The sole purpose
of this exercise is to clean up the current spatial data sets, so that the
Board, the IEC, and StatsSA can work on the same and corrected data set
for the alignment of voting district boundaries in 2008, the national and
provincial elections in 2009, the ward delimitation process in 2009/10, and for
Census 2011.
The Board hopes
that these technical corrections to municipal boundaries, together with the
cases mentioned in Circular 1/2008, will conclude changes to municipal
boundaries.
To ensure
compliance to the timeframes provided to you in previous circulars, any new
requests for changes to municipal boundaries, which may be submitted to the Board
in terms of Section 22 of the Demarcation Act, 1998, will have to stand over
till after the 2011 local elections.
The Board is
looking forward to your kind cooperation in getting the outstanding cases,
including the technical correction, finalised before the end of May 2008.

and other stakeholders have been informed in Circular 1/2008 of the envisaged
technical correction of municipal boundaries.
Notice is
hereby given in terms of section 26 of the Local Government: Municipal
Demarcation Act, 1998 (Act No. 27 of 1998) of the intention of the Municipal
Demarcation Board re-determine the boundaries of the municipalities listed in
the second column of the Schedule.
